"Thí Điểm Xã Hội Chủ Nghĩa": Khi Khái Niệm Trở Thành Công Cụ Chính Trị

Việc Thủ đô đột ngột công bố "thí điểm phường, xã XHCN" dù cả nước đã mang quốc hiệu Cộng hòa XHCN Việt Nam là một nghịch lý đầy ẩn ý. Nếu toàn bộ hệ thống đã là XHCN, thì việc "thí điểm" ở một vài địa phương không phải là sự kiện mang tính phong trào, mà là tín hiệu cho một "cuộc cải cách mô hình quản trị" ngầm, nơi một loại hình XHCN "đặc khu" đang được định hình.

Giả thuyết đặt ra là: Đây có thể là bước khởi đầu cho "sự phân hóa cấp độ quản lý". Bằng cách tạo ra các "phường xã mẫu", chính quyền đang tạo ra một phòng thí nghiệm xã hội, nơi quyền lực công an, giám sát dữ liệu cá nhân (như camera giám sát) và cơ chế kiểm soát nhân khẩu được thực thi ở mức độ gắt gao chưa từng có. Đây không phải là XHCN theo nghĩa truyền thống, mà là "Chủ nghĩa thực dụng số", nơi quyền riêng tư bị xóa sổ để đổi lấy sự quản lý tuyệt đối.

Tại sao phải thí điểm? Vì họ cần kiểm chứng sự phản kháng của dư luận trước khi áp dụng đại trà một mô hình quản trị "pháo đài số". Những phường xã này thực chất là các "đặc khu kiểm soát", nơi các quy định hành chính không còn dựa trên luật lệ chung mà dựa trên "mệnh lệnh điều phối". Khi khái niệm XHCN bị thu hẹp lại thành một "phường thí điểm", đó là dấu hiệu cho thấy một trật tự chính trị mới đang được xây dựng: một trật tự nơi quyền tự do của công dân không còn là mặc định, mà là thứ có thể bị "thí điểm" tước đoạt bất cứ lúc nào.

France denied overflight rights to planes carrying U.S. weapons bound for Israel — an unprecedented blockade since the Iran conflict began — and official statements emphasized that Paris is not joining offensive military actions.

The United Kingdom has declined to send warships or commit to frontline combat roles in the Strait of Hormuz, with leaders instead prioritizing defensive postures and domestic considerations — even as Trump publicly criticized the UK’s stance.

Germany has also made clear that the Iran conflict is not a NATO war, and Berlin has no plans to dispatch forces to the region, reinforcing the message that collective defense does not equate to joining every U.S.-led campaign.

Canada and other partners have similarly refrained from joining combat operations, focusing instead on diplomatic channels and humanitarian concerns rather than military escalation.

Even outside Europe, Japan, Australia, and other U.S. partners have signaled they won’t send warships to help secure the Strait of Hormuz, rejecting Trump’s call for security contributions.

These standoffs go beyond routine alliance disagreements — they underline that many countries are unwilling to be drawn into a war they didn’t choose, even as the U.S. seeks broader participation or assistance.
